President Trump Preps for El Paso Rally

O'Rourke said El Paso, Texas, is "one of the safest cities in America - safe not because of walls but in spite of walls".

El Paso is a largely immigrant city, with extensive personal and economic ties to Mexico.

O'Rourke, who is considered a potential 2020 presidential candidate, stressed at his counter-rally that anti-immigration policies and border walls are unsafe and divisive.

"We were significantly low on crime to begin with and always have been", Margo told Fox News.

Trump touted his foreign policy strategy in Asia, confirming he plans to meet North Korean leader Kim Jong-un at a summit in Hanoi, Vietnam, at the end of the month.

O'Rourke narrowly lost his 2018 bid for a U.S. Senate seat to Republican Sen. "We'll call it barriers, we'll call it whatever they want", Trump said. The border wall was one of the Trump election campaign's main promises.

Trump didn't bring up the deal during his El Paso rally.

The former congressman, who gained notoriety after running a surprisingly close midterms race against Republican Senator Ted Cruz, tweeted in response: "Our government built a border fence in El Paso in 2008, a misguided response to 9/11 (no terrorists have crossed the southern border and attacked this country)".

Ken Paxton, Texas' attorney general, told Trump on a previous visit had said the 131 miles of fencing whose construction began during the George W. Bush administration but was completed under President Obama in 2011 had taken El Paso from one of the most risky cities in the United States to one of its safest.

Democrats, who took control of the House last month from Trump's fellow Republicans, oppose a wall, calling it ineffective, expensive and immoral.

If funding isn't approved - a battle which sparked the nation's longest government shutdown in history - the government will face a second partial shutdown on Friday.

Trump said fencing through the city had dramatically reduced crime by separating it from the troubled Mexican city of Ciudad Juarez, just across the border.

Republicans tentatively agreed to far less money for Trump's border wall than the White House's $5.7 billion wish list, settling for a figure of almost $1.4 billion, according to congressional aides.

The border debate got most of the attention, but it's just part of a major spending measure to fund a bevy of Cabinet departments.
