The facility had been without heat, hot water, electricity and proper sanitation since Sunday, January 27, and most of the 1600 inmates were kept on lockdown in their cells for the majority of that time period, The New York Times reported. Murchison then led a group of protesters into the building, and they were met by guards who used pepper spray.

"Psychologically, the lack of lighting just felt devastating", Deirdre von Dornum, a lawyer with the Federal Defenders for the Eastern District of NY, told The Wall Street Journal.

The troubling conditions, which have now drawn protests outside the jail, were first reported by The New York Times.

Sometimes, Hechinger says, the mass tapping from inside the detention center would stop so that just that inmate could tap out a response to indicate they were present.

For several days, crowds have gathered outside the Metropolitan Detention Center in Brooklyn to protest reports of freezing and dark conditions inside the jail after it partially lost power almost a week ago. A reporter and photographer for The Associated Press were at the facility when a woman, whose son is being detained, tried to get into the jail.

She was followed by activists and media into the lobby, where visitors have to pass through metal detectors.

The jail administration did not return an email seeking comment. Officials say they observed leaky ceilings, towels stuffed into vents as insulation, and some inmates struggling to breathe. While a federal judge has ordered the Bureau of Prisons to explain the "contradictory accounts of the conditions at MDC", the agency is not due in court until Tuesday.

The New York Civil Liberties Union released a statement Sunday calling on the Bureau of Prisons to "ensure that no detainee be subjected to retaliation for peacefully protesting".

Many New Yorkers complained that Mr de Blasio was doing more for the prisoners than almost 5,000 public housing tenants in The Bronx where apartment buildings have been without heating for almost two weeks.

"There was consistent and constant percussion trying to make sure that everybody knew they were in there", Hechinger says.
