Lok Sabha passes Citizenship Bill amid shutdown in Assam, parts of Northeast

In Assam's Golaghat and Dibrugarh districts, protesters attempted to vandalise BJP offices, leading to the arrest of 14 persons in Dibrugarh and four in Golaghat, police said.

The BJP has 61 members while 12 MLAs of the Bodoland People's Front and a sole Independent member are backing the party.

The AGP has no MP in Lok Sabha or in Rajya Sabha.

The Lok Sabha on Tuesday passed the Citizenship (Amendment) Bill amid a walkout by several Opposition parties, including the Congress and Trinamool Congress. "They were determined to pass the bill so we chose to break the alliance", Bora said. "As this alliance no longer exists now, we demand that the current Assam government be dissolved", Mahanta told reporters.

"We have extended support to the ongoing bandh today, so chose to postpone the formalities to resign for tomorrow", Bora said. "After this, there is no question of remaining in the alliance".

The BJP has been talking about the Citizenship (Amendment) Bill and identifying illegal Bangladeshi immigrants through the NRC process in the same breath.

Assam, which is controlled by an alliance led by Modi's Hindu-right Bharatiya Janata Party, is known for its lush tea estates and rhino sanctuaries.

Sangma said any decision about snapping ties with the BJP-led NDA can be taken only after due consultation within the party.

Defending the bill, India's Minister of Home Affairs Rajnath Singh clarified that the Act is not confined to the state of Assam. Even the governments of Meghalaya and Mizoram have opposed the bill adopting resolutions against it. Asked if the ministers have tendered their resignations, Bora said, "We will do that after reaching Guwahati".

The JPC report said, "The new cut of date implies that no more migrants would be legally allowed India after December 31, 2014 and it should motivate every stakeholder including the central government and the state governments to work in unison to ensure putting in place foolproof measures to prevent illegal migrants from entering the country, especially Assam, which has borne the maximum impact of influx from Bangladesh".

The severance of alliance with the BJP, however, would not make the government fall in Assam.

They also burned effigies of the prime minister. Bora also said that Singh was requested not to ignore public sentiments only for votes but it is unfortunate that they did not listen. "The Government of India by introducing the Citizenship (Amendment) Bill 2016 in Parliament has violated the understanding", it had said in a letter.

Three AGP ministers in the state cabinet - Bora (agriculture), Keshab Mahanta (water resources) and Phanibhushan Choudhury (food and civil supplies) - will tender their resignations and complete the other related formalities on Wednesday, the party chief said.

Rajnath Singh highlighted the discrimination and religious persecution faced by the minorities in these countries.

Bora said the AGP is thankful to the parties who supported it and opposed the bill.

Ruling BJP's ally IPFT's Assistant General Secretary Mangal Debbarma told IANS that they have extended moral support to the NESO's shutdown in the northeastern region comprising seven states, excluding Sikkim.
