United States signs 'most balanced deal ever'

Politicians from each country will still need to ratify the USMCA before it can take effect.

The facts: That may be too optimistic a read on the chances for congressional ratification of the deal.

Congress is likely to wait to vote on the deal until the United States International Trade Commission releases a report on the economic impact.

"On the basis of what took place with respect to the ships and the sailors, that was the sole reason", Trump said.

"There is still a ways to go to gain support in the new Congress for this agreement", said Representative Bill Pascrell, the top Democrat on the House Ways and Means trade subcommittee.

The new deal encourages auto companies to invest or expand in the United States and Canada, not low-wage Mexico, by requiring that 40 per cent of cars be made where auto workers earn at least $16 an hour; otherwise, the vehicle won't qualify for USMCA's duty-free treatment.

Yet the article noted that Canada had been "reluctant to have a celebratory signing of a free trade deal marred by tariffs that suggest anything but true free trade".

Trump called the measure the "largest, most significant, modern and balanced trade agreement in history", during his remarks with Trudeau and Nieto.

Trump's decision to slap tariffs on $250 billion of Chinese imports resulted in Beijing placing penalties on $60 billion of United States products. No one has been spared in that trade fight - not even Canada and Mexico, the top two buyers of US goods.

But Friday morning, President Donald Trump, Trudeau and Mexico's president, Enrique Peña Nieto, signed a North American trade pact after 14 months of acrimonious negotiations. Trump acknowledged the often hard path during negotiations and praised the outcome.

Trump has doggedly pursued the deal as a replacement to the North American Free Trade Agreement (NAFTA).

Already there are calls for changes from the U.S. Congress, while Lopez Obrador's Morena party, which holds a majority in Mexico's Senate, may also seek revisions.

The concession from Ottawa removed a major sticking point that Trump said was a deal breaker. In the USA, as Politico notes, that could mean "months of fierce debate between the Trump administration and Congress". "I look forward to a meaningful summit again as soon as this situation is resolved!"

While Trump hailed the revised trade pact, Trudeau was more measured, saying there was still work to be done and calling on Trump - using his first name - to remove steel and aluminum tariffs the USA imposed on Canada and Mexico. The three nations trade more than $1 trillion in goods annually.

On his last day in office, he said the new deal was forged with the "firm belief that together we are stronger and more competitive".

With the signing, "the whole region becomes a good basis to invest in the auto industry", Jesus Seade, the NAFTA negotiator for Lopez Obrador, said in an interview with Bloomberg Television on Thursday night.

In a speech delivered Thursday afternoon, Senator Elizabeth Warren, who is considered a possible Democratic contender for the 2020 presidential race, claimed that the new deal fails to address critical issues in NAFTA, adding her voice into a groundswell of opposition from Democrats. There will have to be more investment by Toyota, Honda, Mercedes, and the Germans and Koreans. Ambiguity over its name doesn't exactly seem like a show of unity between the three countries either.

As The Globe and Mail reported previously, the United States has been pressing Mexico behind the scenes to allow the Trump administration to decide how much production from each company would be protected in the event of future tariffs. The celebratory moment was dimmed by ongoing differences over Trump's steel and aluminum tariffs, as well as plans for massive layoffs in the US and Canada by General Motors.

'Our objective has always been to sign this agreement on November 30 and we are on track to hit that objective, ' Freeland said shortly after the Canadian delegation arrived in Argentina, according to the Canadian Press.

Throughout the start of his presidency, President Trump had repeatedly threatened to withdraw the U.S. from Nafta, unless he could secure a better deal.

Trudeau pressed for a resolution to the tariff spat.

At the USMCA signing ceremony, Trudeau attempted to press the US president on steel and aluminum tariffs.
