Hundreds of people are awaiting rescue from their homes because of flooding on the Neuse River

At least seven people, including a mother and an infant, were killed in the storm.

It diminished from hurricane force as it came ashore, but forecasters said the 350-mile-wide storm's slow progress across North and SC could leave much of the region under water in the coming days.

More than 80,000 people were already without power as the storm began buffeting the coast, and more than 12,000 were in shelters.

Florence flattened trees, crumbled roads and the assault wasn't anywhere close to being over, with the siege in the Carolinas expected to last all weekend.

"Our greatest concern about this storm remains the same - storm surge and massive flooding", North Carolina Governor Roy Cooper said in a tweet. Then it is likely to hover along the coast Saturday, pushing up to 11 feet (3.3 meters) of storm surge and unloading water on both states.

The child's father was transported to a hospital with injuries, according to Wilmington police.

The third death happened in Hampstead, Pender County when a woman had a medical emergency and EMS crews could not get to her due to the storm, according to Tom Collins, Director of Emergency Management. A 78-year-old man connecting extension cords in the rain was electrocuted, according to Roger Dail, the Lenoir County director of emergency services.

Shaken after seeing waves crashing on the Neuse River just outside his house in New Bern, restaurant owner and hurricane veteran Tom Ballance wished he had evacuated.

"I think we kind of let our guards down", he said of his community's response to the storm's being downgraded to Category 2 from 4.

Even though Florence was downgraded from a hurricane to a tropical storm, its still considered unsafe and could be deadly for anyone in its path.

There is really nowhere for the water to go. The storm was once a powerful Category 4 storm but became a slow-moving Category 1 storm when it made landfall near Wrightsville, North Carolina, on Friday.

Florence's forward movement during the day slowed to a near-standstill - sometimes it was going no faster than a human can walk - and that enabled it to pile on the rain.

A tornado watch was also in effect for parts of North Carolina.

Florence's flooding is expected to reach far inland, with more than one foot (30 centimeters) expected in some areas.

Two fins were spotted in the high water in Wilmington.

Authorities warned, too, of the threat of mudslides and the risk of an environmental disaster from floodwaters washing over industrial waste sites and hog farms.

Weather Channel meteorologist Mike Seidel went viral for seemingly exaggerating Hurricane Florence's power during live camera interview.

Its surge could cover all but a sliver of the Carolina coast under as much as 11ft of ocean water, and days of downpours could unload more than 3ft of rain, touching off severe flooding.

A state of emergency has been declared in five coastal states: North Carolina, South Carolina, Georgia, Maryland and Virginia and the USA capital Washington. That's enough to fill the Chesapeake Bay or cover the entire state of Texas with almost 4 inches (10 centimeters) of water, he calculated.

More North Carolina residents and several animals were also rescued Friday night and into Saturday morning in Carteret, the state's third largest county.

The wind in Wilmington gusted to 105 miles per hour, the strongest since Hurricane Helene on September 27, 1958, the Weather Service said.

Schools and businesses closed as far south as Georgia, airlines canceled about 1,200 flights and counting, and coastal towns in the Carolinas were largely emptied out. Dozens more were pulled from a collapsed hotel.
