UK's May defeats Brexit rebels, but divisions still reign

The Commons vote comes as Guy Verhofstadt, the European Parliament's Brexit co-ordinator, appears before MPs at hearings of the Exiting the EU and Home Affairs select committees.

Leading Conservative rebel Dominic Grieve denied he was trying to undermine the government or stop Brexit, but warned that if parliament rejected the final Brexit deal, there would be a crisis.

With both sides claiming victory, it is not always easy to establish who or if there was a clear victor; ultimately, however, Mrs May kept the core of the Brexit Bill the same.

Mr Grieve had tabled an amendment to the EU (Withdrawal) Bill which would have required MPs to be given the chance to approve or reject the government's next steps on Brexit in the event that no agreement was reached by Brexit Day in March 2019.

Remainers - Tory, Labour, SNP and Lib Dem - are horrified by this prospect and want to be able to tell United Kingdom ministers to get back around the negotiating table by having a "meaningful vote".

But he claimed the rebels may have the strength to defeat the Prime Minister - who he said he still counts as a friend - unless an eleventh-hour concession is agreed.

It will mean a new cliffhanger when MPs vote on Wednesday to decide how much of a say the British Parliament should have on a Brexit deal.

Phillip Lee, who resigned as a government minister in order to back a strengthened role for Parliament, acknowledged there had been a concerted effort to win over would-be rebels, including the "dark arts" of persuasion in the corridors of power.

One lawmaker said May had no option but to take them on or risk their rebellion growing as she cuts ties with the EU.

A DExEU spokesman said: "Agreeing to amendable motions would allow Parliament to direct Government on its approach to exiting the European Union and so does not meet the reasonable tests set out by the Prime Minister and Brexit Secretary last week".

Worldwide trade secretary Liam Fox said nothing had really changed and the option of a no-deal Brexit had been left firmly on the table.

But Britain - and its government - remains divided over Brexit, and European Union leaders are frustrated with what they see as a lack of firm proposals from the U.K about future relations.

But the government stressed giving Parliament the power to intervene in negotiations would bind May's hands in the talks.

The vote passed 319 to 303 after would-be Tory rebels were given assurances they would have a meaningful say.

This vote would be on a "neutral motion", however, meaning it would not be open to any amendments that might force the government into a course of action.

In a dramatic afternoon at Westminster, Mr Grieve told fellow MPs that he was backing down after receiving "obvious acknowledgement of the sovereignty of this place over the executive" in the form of an official ministerial statement which emerged minutes before the debate began.
